In Paint Tool Sai 3 you can replace the Sai file by double clicking SAI.
In the document templates you can replace the sai.sai file by double clicking it.
The brushes function in Paint Tool Sai 3 just like they do in Paint Tool Sai 2.

24/03/2013 Sarah: Perhaps this is because youre using a version of PaintTool SAI that is not at least version 2.7. The (almost) latest version of Paintshop 7 is 2.7. You should update your PaintTool version, too. Download and install a 2.7 version of it here. Then, try the brushes again.
